mandatory evacuations are now under way. the mayor just declared a civil emergency in laurel. scott, look at the scene behind you. >> reporter: well, you can see the reason why for the emergency. this is the better section of main and lafayette in laurel down by the patuxent river. you can see behind me this parking lot part of a rent a car storage facility is rapidly flooding. the waters begun to rise again as additional floodgates have been opened at those dams. the evacuation is ordered in parts of historic laurel and a lot of the businesses along route 1. the evacuation declared about half an hour ago as the water begins to rise. let me show you the videotape of these dams. both reservoirs upstream from here. rocky gorge reservoir and tridelphia have taken a huge amount of water in the overnight storm event. they have opened the floodgates. that is bad news because of the flooding but good news because wscc has been able to warn people. they're evacuating businesses in the downtown historic section of lawrm and brock bridge road which -- laurel and brock bridge road just on the

laurel where voluntary evacuations are under way. >>> we begin with veronica johnson. is the worst over yet? >> the worst is over. we're starting to see the streams and creeks recede. that will certainly by the case through the evening hours. all this in part because of the tremendous rain we had yesterday, and during the overnight period. north and west of us, damascus with over 6 inches, germantown, saying then in leesburg, monrovia, even reston, virginia, close to 2 inches of rain, a lot of it coming in a very short period of time. we're still under flood warnings north of es, frederick, areas down into montgomery county, come a down to fauquier and areas of culpepper county under is the flood warning, too. temperatures in the 40s. the winds will subside some tonight, but it will still be a windy day tomorrow. in terms of what's next for us, we're talking about the chance of snow showers. you can see it on the goodnight/wake-up forecast. we'll give you more details coming up. >>> we've learned a woman in maryland drowned in the floods. rescuers comb through a homeless camp here

yesterday. laurel is dealing with a lot of ring water after the floodgates on the brighton and duckett dams up north had to be opened. the city's mayor declared a state of civil emergency and ordered some parts of the town to be evacuated. one woman has already died in those floodwaters. our scott broom joins us live from laurel with more on that. >> reporter: the death a serious matter, but tonight i'm looking at a parking lot that was filled with cars of commuters who use the marc train here. the good news for them is the city rescued their cars and towed them out. the bad news is the commuters parked there went around cones set up just for this reason because these lots were expected to flood. so they'll have to pay to get their cars back. commuter car rescue courtesy of the city of laurel, about a dozen cars saved by the tow hook. elsewhere employees in low lying businesses were ordered to get out, about 250 people moved during the day. the patuxent river rising slowly as the washington suburban sanitary commission was forced to open the floodgates at its upstream dams to release a

drivers from high water. this morning, chopper 4 flew over laurel where at least would areas were stuck in rising water. it was just one of several scenes where water flooded roads. some of the hardest hit areas were in montgomery county. news4's derrick ward is live at a fire station in potomac where he talk to some of the rescuers that risked their lives to save drivers that were stranded. >> reporter: we are at station 30 here on pauls road in potomac. the quiet behind me belies how busy they have been in the past few hours where a rise of rushing water has led to a rash of harrowing experiences. before the sun came up, swift watter teams and other first responders were already plucking hapless motorists out. this vehicle became strappeded and rescuers got the driver out. not long after that yet another vehicle out of its element. this one on bright an dam road in brookville. that arrive was taken to safety without injury. >> we had eight. began last night around 9:30. we had them in the upcounty, barnesville area, east county, brighton dam, as well as germantown and darnestown area.
